Italian Sweet Pepper

i received this pepper as a transplant and it arrived already stressed. i tried my best to give it a warm place until it was warm enough here (western oregon) to plant out. unfortunately it never seemed to recover. it's been planted in full sun for over a month now and is losing leaves, appears to have some disease, and has not produced a single flower. in contrast the tomato seedling i received is popping off.

These seeds have sprouted and grown so much that I have way too many of them that I had to give a lot of these plants away. As of yet they haven’t produced flowers, they are coming.
