Questionable yeast

Ingredients arrived as ordered, however, the was supposed to be in a cold pack envelope. The yeast was in the insulated envelope, but the envelope was open and the cold pack was loose in the box, no longer cold. The yeast was also not cold and was likely exposed to a wide range of temperatures on its way (August weather = hot). Made the beer anyway, and used a yeast starter to make sure the yeast was as good as it could be before I pitched it. Overall, despite hitting the OG on the button, it quit fermenting a little early, resulting in an 8% beer coming in at around 6.75%. Not a big deal, and the beer is turning out fine, but this isn't the first time the packing job left a little to be desired.

Not what I expected

It’s been 3 weeks since I bottled and no carbonation. The taste is not close to heady topper, not sure why this is called a clone.
