The glue wears out

I like the wrist rest but the glue wears out over time. First the rubber cover will start to bubble and then it peels off from the underlying glue. I suspect it is heat related because the bubbling occurs right where my wrists sit on the rest. I tried regluing it but, for some reason, even Gorilla Glue wouldn't keep the rubber part stuck to the plastic base.
