Beer Starter?

Made my first beer starter, used a stir plate for 3 hours. I know it started because it pushed the foam cap almost out of bottle and was leaking down the sides of the flask. As far as beer fermentation performance, I have seen no significant benefit to the starter. 3 weeks after brew I moved the Scottish Wee Heavy to the secondary and the F.G. was still reading around 1.024. I know this one can finish high, but was under impression with yeast starter I should of gotten lower then without a starter. It may yet creep below the 1.020 mark after secondary aging for 2 months, but one will see, and again would of done that without the exorbitant expense of the stir plate and fast pitch starter.
