charger does not work as advertised

I do not understand why Emporia and WeaveGrid cannot get the charger to work with SRP (my electric company) to only charge during non-peak times and they want me to use manual schedules instead. I specifically asked SRP and Emporia if this unit would work with SRP to only charge during non-peak times before i bought it from SRP.
