Runs really big

I had to purchase this item three times. I normally wear a size Large, but I returned it because it was too long (it hit right above my knee). I then ordered a Medium, which was still too big. Finally, I ordered a Small and it fit perfectly. Unfortunately, after washing it in cold water, it shrunk and became too tight. By that point, I was no longer able to return it, which was really disappointing.
