Adheres to colored henna, even with time lapse

I am currently using neutral henna as a base to adhere light brown henna to my gray hair. The first time I used neutral henna, waited a couple of days, and applied the light brown henna. The second time I applied neutral, waited 2 weeks (life happened), then applied the light brown henna. Both times it adhered equally well where there was the neutral henna base. Of course, the new roots, that had no neutral henna on them, did not take the brown henna, so they are still gray.
