Fun Ruffles

The pattern was easy to understand and execute. I made this with a stretch knit. I made it for my daughter's Wellie Wisher at her daddy's house. Its a bit tight (but stretches to fit!) for my daughter's 18" doll here at my house, so it definitely should fit her Wellie Wisher.
