Parsley - Rooted Hamburg seeds

Between okay and bad. Only in 2-3 pods they are germinating and I have over 12 pods with these seeds. Either the pods or the seeds are not good. I had a few seeds on my own for beans, tomatoes, and peppers and they are fine. So I am inclined to believe that the seeds are a problem. The carrots are very timid and fragile and I can't tell what's going to be in the future. Other 5 pods with cabbage seeds, only two germinated, so I'm not happy and disappointed with what I see, so far. I'll wait a few more days and I was thinking of putting them all in the ground, maybe it will help.
