Perfect Eyeliner
I mix this 3:1 (with base) and it makes the perfect eyeliner!! A black with such gorgeous dark blue and green sparks that flash in the light...makes my blue eyes pop! I spritz a liner brush with setting spray, dip in my mixed pigment, and apply to top and bottom lash line. Applying wet all over lid as a shadow really brings out the bluish and almost metallic green sparks...Divine!
