This freewheel remover worked perfectly on a 50yo freewheel. Penetrating oil, sweat and strain was also needed, but shortly the freewheel came loose.

Worked on Old Falcon Freewheel

I used this on an old six-speed Falcon freewheel that was made to the old Shimano standard and it worked great. It is very sturdy, but left enough room for the axle to fit through. You'll need a 23 mm (or adjustable) wrench to use it.

20 mm 12 spline worked great
