florence by mills Raincoat for Dogs

It's cute but the hood is completely useless. My dog somehow manages to also get the entire raincoat off... I velcro it pretty tight so I have no idea how she backs out of it. Also I tried to exchange the incorrect one for this rainjacket, except the company isn't returning my emails....
