The clips fasten to the frame of your cart to hold your air tire pump while not in use. This kit also includes the air pump. To access the hose, unscrew one end and tip. The hose is stored inside the pump.

Defective design or defective manufacturing?
The air leaks out at the brass threaded adapter for the hose attachment. The leak is where the adapter is pressed into the plastic. I submitted for a return weeks ago and I’m still waiting for processing.
