Cute but tight

Typically a XS is all Windsor dresses but going to size up to a small in this one. At 5’4 this sits at the top of my toes and I’d like it to be a little longer, hoping by sizing up it gives a little extra length. Top fits perfect, just a little too tight in the abdomen.
