Misleading - But beautiful!

Hi Just to say hat I purchased this beautiful ballerina doll for my daughters niece who's name is Lola. The web site indicates that it is safe from birth which looking at the doll I would agree was suitable but the label with the doll states that it is not suitable for a child under 3, as you can imagine this is very confusing so I would like clarification of the suitable age please. The doll is beautifully made and I'm sure will be treasured.
