Looks to be good quality but was too large

Ordered a small which looked comparable to other harnesses our dog has. Arrived and looks to be good quality and nice; while the length was good the harness was not able to be tightened enough for our dog. Paid for postage to return as per their policy, have not received the refund as of yet.
