Good Quality but Fits Small

I have the Heavy Rib Spaghetti Mini Dress in a large and it fits well, so I ordered this in a large too. WAY too small. It fits tight which is intentional but its significantly shorter than the mini dress. I am tall and semi curvy so that always makes stuff fit short on me. I have to return this because I don't think I could wear it without it riding up and flashing everyone. The quality and style is great though, just definitely size up. I wish I had gotten the XL, though honestly I wouldn't be surprised if that fit too small too. For reference i'm 5'9 and my measurements are 41" bust, 30" waist, 42" hips.
