How do I use the elastic cord?

The range bag seems like a well-made bag, but I deducted 1 star because there were no instructions on how to use the elastic cord inside the rear pocket. Even after contacting customer support twice asking them to explain how to properly use the cord, I still don't understand how to use it. Otherwise, I'm very pleased with the construction of the range bag.
