Air Driven Hand Turbine Accessory for Carpeted Stairs

When I finally got the 'turbo' part to work as soon as I put it on the carpet (and this is not a thick carpet, it's old & flattened out)...the turbo part just bogs down, quits turning as soon as I try to vacuum the carpet. Considering the shipping was practically the same price as the 'Accessory' I wasted over 60 bucks on a hunk of plastic that doesn't really do anything.
