Runs small

Not sure if my baby's head is too big (he was born in the 2nd percentile, now around 30th percentile), he is 6.5 months old and the hat is already too tight for him. I checked the size a few times, I definitely purchased and got size 0 that was supposed to fit him up until 12 months. Quite a shame :(
