Milkweed for Monarchs

I planted the flowers for Monarch Butterflies about 5 weeks ago. There were at least 4 weeks of freezing weather here in Spokane, Washington. None have sprouted, really disappointing. I keep them moist, but haven't seen any signs of germinating. I don't know whether I was too late in getting them planted or what? Any suggestions? Thanks.
