Sizing continuity?

The sizing has thrown me. I have several pairs of the high rise skinny (27R) which I love but when I purchased this style, I was unable to even fully zip them up in the same size. I’ve ordered a size 28 so fingers crossed. It’s a little frustrating when I can’t get continuity amongst different styles.
