good but a bit pricey for a pcb

It's simply a good quality, unassembled PCB and 3 connectors. The layout and silk screen is slightly different to the photo- the blank IC pads are only for a 14 pin SMD IC instead of the 24 pin (I think) in the photo and the IC orientation has been rotated 90 degrees. This modification appears to have allowed an area for a through hole IC (20 pin max), which I imagine is a good thing!
