Difficult to cut

I'm having issues with this razor even after having it sharpened twice, it had a spot on it right out of the box that would cut but I wanted the entire blade to cut, so I got it sharpened and then it didn't cut at all. So I went back and got it sharpened again, and it still doesn't cut.

Dovo-special

It has a nice weight and looks like I should have paid more for it. Haven't used it yet for I have a number of others but will immediately slip it into the razor rotation. If it came from Kent, I'm sure it will be a clean, smooth shave.
