Picture This

I truly love this pattern and only rate it 3 stars because of the following. However, I'm confused. Cutting instructions don't say whether they include a seam allowance or whether I simply have to assume that I will add 1/4" allowance during the cutting process. I only have enough fabric to cut ONCE. Can't afford a mistake. What am I missing? Can you help me please?
