“Buttons” with no shank!

I’m disappointed in my purchase. I purchased the Birthday Party set (4 of them) specifically for the pink and purple hats. I wanted to put these on a vest I was knitting. The hats —all 4 sets—did not have shanks to sew them on my vest. The package was cute but was not as advertised. They weren’t all buttons.
