Runs very small/narrow

Super cute pattern, very stretchy But runs really small I have a lean 6.5 year old and ordered the size 8/9. It's too small in the shoulders, and snug in the belly after a meal. It's long, but just very narrow for a 7 year old, let alone an 8 or 9 year old.
