Good quality but bad sizing, size up

I was super excited to get my boyfriend these jeans, but once they arrived they were tiny. They were labeled a size 28, which is my boyfriends size, and he couldn’t even get them past his thighs, and I’m a size 25 and they were squeezing me… seems inaccurate.
