Pieces Too Loose

I bought this because I absolutely loved the Wendy Gold "State Flowers" puzzle and wanted to do more of her artwork. However, the pieces fit fairly loosely, so it's impossible to move even the tiniest sections (2 pieces together) around because if you lift it they fall apart. I didn't even finish the border because I was so frustrated.
