Won’t stay on the surface

Supposed to be a quiver trap lure. But they won’t stay on the surface to look like an injured fish. I should have tried just one color before buying different colors. Going to add them to my box of lures I will never use again..

Picked up a package of these recently while passing through the Tri Cities. Given it's December, I've not given them a real trial but at first look, the bait look good, feel great and the eyes look very fish catching. I'll be using them this spring!
