Too big around hips

I was super excited for these shorts because I wanted a longer pair of shorts that felt loose around my thighs. I checked the size guide and purchased a size small given the guidance. However, the shorts are huge and baggy around my hips. It fits nicely around my thighs, but the measurement around the hips seems to be off. A little disappointed since my sizing is consistent across regular jeans, but didn’t seem to be the same on these shorts.
