Winnie skirt

I love the skirt, fit, shape, size,was all perfect. The only issue I had was with the pockets. In the photo the pockets were on the hip in the first tier however on my skirt the pockets were on the 2nd tier. Very low down. I'm not sure if this is a flaw or whether it was a new design. If it is a new design I don't think it is a good one. I'd like to hear your comments on this. Regards Stephanie
