Low germination rate

Like the Kaos X Purple Reaper seeds (1 germinated) this packet of seeds germinated 2 out of the 10. All conditions were the same 80 Degree F soil, grow lights etc. I figure it's because they are a new strain but was dissappointed that I only gor 2
