Sheer Confidence Dress in Black - 15" Skirt

I’m usually a small or medium. I ordered medium, way too small. Had to pay to return item for an exchange. Large is too small as well but I’m keeping it so I don’t have to pay to return. Having items true to size or free returns would def help.
