Early Jalapeño Chile Pepper Seeds

so far so food, most plants germinated and are growing well

Poor germination

I was only able to get these to germinate in a paper towel, in a ziploc bag, left in the sun. Heat pads, soil, all that, no dice, and even being so precious with them I only ended up with two plants out of the whole packet and two attempts.
