Seems to work. Used it once during a cloudy day, so it seemed to go on quickly, and I followed the suggestion to do a section at a time and rinse off quickly. So far so good. A better measure of quantity is required. For instance, it suggests using the cap to pour the product into water but does not state how many caps per litre or the quantity the cap holds.
