Different sizes but same measurements

The covers are beautiful but the sizing was not what I expected. I ordered two size 6 month and two size 9 month, all four are the same measurements and don’t fit my baby. I kept them as baby will grow into them, I think… hopefully. I just have four size whatever. Won’t order again as I’m not sure about sizing and don’t want to deal with returning.
