Fabric rough and scratchy

It feels cheap and tough and scratchy. I ordered this for my daughter and spent waaay more than I wanted because she was insistent and the just found it in her room with the tags on and she said it was uncomfortable and when I touched the material I was like….this is the one we ordered? Feels cheap and rough.
