Sizing is off

I ordered these in a medium last year and they were huge, but I kept them and tried to make them work as to not pay the return shipping fee. So this year I decided to order a small and they were tiny. I gave them to my 12 year old daughter. Why is there such a discrepancy between the small and medium?
