Sizes run way too small

I ordered size 2X shorts and, despite being labeled correctly as 2X, I am convinced that they are at most Larges. I have only recently gone up from XL to 2X and can typically still wear XLs, but these are some of the smallest and most ill fitting shorts I have gotten in a very long time.
