Too small

I wear between a 2x and 3x. I ordered a 3x just to be safe. I received it today, tried it on, and the chest and arms are way too tight. I couldn’t even pull it over my chest. And this is a non-returnable item so I'm out $80. On the plus side it is a beautiful dress.
