Most matte top coats arent rly matte but this one makes the perf base for isolated chrome

I received this polish in the mail and the bottle's paint was peeling off and part of the exterior was sticky. this wasnt that big of a problem but then the inside of the polish was chucky and everytime i open it there are large chucks of cured matte gel inside and along the inner rim. I'm not sure how this happens I keep it closed and not near any light. in addition the gel consistency is thick but streaky and is pretty mid at preventing chrome adhesion. and lastly the brush is thin and doesn't paint on the polish that nicely.
