Shrunk from a dress to a top

I love the pattern on this but unfortunately I washed it on a delicate cold wash, and line dried it in the shade and it shrunk by 15cm approx. So it literally went from a short dress to a top. Customer service were fantastic and sent me a replacement dress however the same thing happened on that one too - so it’s clearly a fabric issue on this!
