straps are too long!

maybe I have a short torso but the strap is way too long and gaps at the back. Unless I pull it all the way down, but then my boobs start sticking out. I think I will only be able to wear this with a shirt or a light sweater underneath. Unfortunately if i size down the waist might be too tight. Otherwise it is a comfy and flattering dress due to the cinched waist.
