Bottom takes wind vs top takes breeze

The bottom section really takes string wind vs the top spins most of the time. Easy build and quality was on point.

It looks lovely, but the top keeps spinning off

I've reattached the top twice, and I really tried to get it in there good. It is possible I am missing a washer or something. If it happens again, I am going to bin it.
