Not true to size

I brought this for my mom who is a large/extra large. It was tight on her and i know the size is off because i have a 3 x in these shirts for extra room and it fits me tight although in proper sized clothes i can wear a 2x. The 3 x i have fits my mom better than the xl i got her.
