Expected a ruched surface but it’s flat.

It’s a really soft feeling blanket and I like the plush texture on both sides but from the photo and my experience with a Minky Designs blanket my daughter recently received as a gift, I wax’s expecting a ruched surface and it is not. It’s flat with the plush finish just slightly carved with wavy lines. Why is that?
