Very disappointed that I cannot exchange for the proper size.

I love the jacket, but I had to exchange the original order because it was too big. I got a small jacket and it is still too big. I tried to exchange for a smaller size - Extra Small and it said it was not eligible. I am normally a medium with jackets - tops ... but I am swimming in the small. It is disappointing I spent so much money for a jacket that doesn't fit.
