Gecko Blue Stripe Bucket Hat

Is this for a child?

Bought this hat for my brother for his birthday and he's a pretty regular dude with a decent sized head so I got the L/XL and there is not a universe where this hat is actually for a L/XL head. My brother honestly was wondering if the hat was accidentally a kids hat. My husband who is a very normal dude also couldn't really get it on his head. It is a cool hat in theory but the sizing is totally off rendering it unwearable for actual adult dudes.
