Runs very small

I bought a pair of shorts and a tshirt for 4th of July weekend. And the shirt I ordered fit good. But the shorts I couldn’t even get off my butt. Way too small and I ordered a size up. They were so cute on the website and was disappointed that they didn’t fit.
